boobs still not dropping

Hiya ill be 4 weeks on wednesday but they still dont seem to be dropping yet is this nornal? As keep reading that peoples have started to drop after like a week but mine still seem higher then everyones not that i mind them high but getting scared that it maybe the start off cc in both if thats ever happened. Xxxx
