    Local anesthetic is an injection which will numb a certain part of the body for example when going to the dentist and having a filling/extraction they give you local in the gums to numb your mouth! I doubt you can have local for BA as this will mean alot if local in the upper torso to numb the area and you will still be awake using local :/ general is when they put you to sleep and is usually done by a drip through the hand, I doubt they will give you local for major procedures xxx hope this helps
