Fluffing? Unders or overs?

I am 2 weeks post op and just starting to soften, I have overs and I am very tender round the sizes, they are going now but did have random bruising just apear on inner part on my boobs. I was wondering also if the fluffing thing happens to unders or overs or both? Does it happen to everyone and if it does happen at how many weeks normally x
