is it possible to have breasts too small to enlarge???

it sounds really silly, but my boobs are cup size AAA and i havent come across anyone with a cup size that small (let alone someone who has had surgery!) and i was wondering, is it possible, that a cup size like mine, would be too small to enlarge??? anyone know…
