Unders or overs? I'm 32C looking to go to a between 250cc and 300cc

Hi, I’m 5ft5 – 9st 10 – 32C looking to go to cute medium sized boobs that I can wear a bikini and not look like a flat chested or boobzilla girl. So… natural with a little bit of a “hello sailor” quality.
Now… While researching I’ve seen that I’d probably fall into both the under and over categories…
Please could anyone give me some pro’s and cons for going with both categories? as I really don’t know which one to choose. THANKS! XXXX
